Monument of Otsu Incident Site

It is a monument standing on the site of the Otsu incident where Russian Tsesarevich Nicholas, Nikolai II Alexandrovich Romanov, was attacked by Tsuda Sanzo, one of his escort policemen, with a sabre in 1891 while Tsesarevich Nicholas was visiting Otsu during his official visit to Japan.
The Meiji government applied pressure to the court by demanding that Tsuda receive the death penalty for high treason for fear of the powerful country Russia. However, Chief Justice Kojima Korekata sentenced Tsuda to life imprisonment according to the criminal law.
The Otsu incident is known as an important incident in modern Japan that the independence of the judiciary was pursued and an awareness of the separation of legal, administrative, and judicial powers was disseminated to the nation.
